Leadville Mine Drainage Tunnel and Treatment Plant Community Safety Plan

The Mountain Valley Estates neighborhood in Leadville, Colorado borders the Leadville Mine Drainage Tunnel Water Treatment Plant (LMDT). The plant treats contaminated water that flows down the mine drainage tunnel before releasing the treated water into the Arkansas River. LMDT is owned and operated by the Bureau of Reclamation.

  1. The emergency siren system at the LMDT and in Mountain Valley Estates neighborhood will sound an alarm. The siren will blast three times. Instructions in English and Spanish will broadcast and repeat.
  2. Do not call 911, workers at the LMDT will immediately alert emergency services if something is wrong.
  3. Follow the instructions broadcast from the emergency siren.
  4. If an evacuation is needed, leave the area using Highway 24 or Highway 91. Do not climb the hill to higher ground.
  5. When you are safe, tell friends and family.
  1. Talk to you family about what you would do in an emergency, especially how you would get to safety. Include plans for people who need extra help, like babies, children, the sick, or older family members.
  2. Have an established meeting place outside of your neighborhood and make sure everyone in your family knows how to get there.
  3. Make a “go kit” that you can take with you in emergencies. Keep it in a place where you can easily find it. The kit should contain a radio, flashlight, extra batteries, first aid supplies, a whistle, and a blanket.
  4. Practice with your family so that everyone knows what to do. This helps people stay calm and make good decisions in case of a real emergency.
  1. Constantly monitors the entire site, including inside the tunnel.
  2. Tests all equipment and emergency sirens regularly.
  3. Uses de-watering wells to reduce water pressure inside the tunnel.
  4. Uses approved storage tanks and containment walls for the chemicals.
  5. Has a retention pond to contain spills or leaks and keep them from leaving the property.
  6. Has installed an emergency siren notification system at the LMDT and in the Mountain Valley Estates neighborhood.
  7. Has improved the entrance road from Highway 91 and has built an exit road southwest to Highway 24.
