Integrated Water Resource Management Plan

On March 2, 2012, the Bureau of Reclamation and Washington State Department of Ecology (Ecology) released the Final Programmatic Environmental Impact Statement (FPEIS) for the Yakima River Basin Integrated Water Resource Management Plan (Integrated Plan). In 2013, a Record of Decision was signed by Reclamation, which selected the Integrated Plan Alternative, a long-term plan to restore aquatic functions and provide sustained reliability of water supply for the future, especially during drought years. The projects below are part of the Integrated Plan.

In April 2011, the Cle Elum Dam Fish Passage Facilities and Fish Reintroduction Project FEIS was released, and a Record of Decision was signed in August 2011, which identified Alternative 3, Right Bank juvenile Passage with Right Bank Adult Passage without Barrier Dam as the preferred alternative. In July 2015, Reclamation began construction of innovative multilevel intake structure with five gated openings that operates during reservoir elevation fluctuations. This project is the first fish passage project to be implemented as part of the Integrated Plan.

In May 2015, Reclamation published the Final Environmental Impact Statement for the Cle Elum Pool Raise Project, which identified Alternative 3, Additional Storage Capacity for Instream Flow with Hybrid Shoreline Protection, as the preferred alternative. The Record of Decision was signed in June 2015. The project is currently being implemented and when completed, it will provide up to 14,500 acre-feet of water storage capacity in the Cle Elum Reservoir to support the aquatic functions goals of the Integrated Plan.

In March 2019, Reclamation and Ecology published the Kachess Drought Relief Pumping Plant (KDRPP) and Keechelus Reservoir–to–Kachess Reservoir Conveyance (KKC) Final Environmental Impact Statement (FEIS), which evaluated several alternatives to access up to 200,000 acre-feet of the inactive storage water in the Kachess Reservoir. This project is tiered from the Integrated Plan FPEIS to support its goals. The Record of Decision (ROD) for the FEIS was signed on April 26, 2019. The ROD does not approve implementation of any alternatives but carries forward Alternative 4, KDRPP Floating Pumping Plant, for further site-specific analysis. Reclamation and Ecology are developing an EIS that will focus on the site-specific effects of a floating pumping plant and present other reasonable alternatives to access the inactive storage below the current outlet of the Kachess Reservoir.

On March 12, 2019, Congress passed legislation and the President signed Public Law 116-9, the John Dingell Jr. Conservation Management and Recreation Act, authorizing YRBWEP Phase III, the Yakima Basin Integrated Plan.
