Concession Prospectus

Reclamation, seeking interested parties for a business opportunity for concession operation of a marina at New Melones Reservoir. This business opportunity is developed to meet the standards of recreational services and facilities identified in the 2010 Resource Management Plan/Environmental Impact Statement. Nature of business and service(s) provided: This business opportunity is for concession operations of marina facilities and services at the New Melones Reservoir for a term not to exceed twenty-five years. Services required include houseboat and other pleasure boat rental, rental of houseboat and pleasure boat slips and moorage (including temporary seasonal mooring on existing mooring balls located in the marina), provision of marine fuel and wastewater pump-out service, boat towing service, sale of general retail merchandise; including limited groceries, boating and fishing supplies. Rates for the goods and services provided are regulated by the Bureau of Reclamation based upon comparison of similar services provided by the private sector. Some operations may be seasonal in nature while others may serve year-round business demands. There may also be other appropriate facilities and activities that Offerors may suggest as a part of their unique proposals. Selected contractor will be required to maintain a reserve account for facility improvement to address major non-recurring maitenance needs and will be required to pay a Franchise Fee to Reclamation representative of the value to the Concession Contractor of the use, rights, and privileges granted by the Concession Contract.

Reclamation foresees outstanding commercial opportunities at New Melones. New Melones Reservoir is readily accessible by millions of potential visitors. It is within a two-hour drive from Sacramento, and other municipalities in Central California. The location, environment, scenic vistas, and a multitude of outdoor recreation opportunities at New Melones and vicinity make this a desirable location for a marina and related water-based commercial recreation services. Boat launching, rental slips for a variety of watercraft, and boat rentals are all services that show immediate visitor demand.

This Prospectus will be open for a period of 45 days in recognition of the complexities involved and the potential for individual Offerors to develop proposals. Bidders must submit their package by 4:00 PM Pacific time on July 23, 2018.

Tour of existing facilities: All interested parties may tour the concession location and discuss the requirements of the prospectus at the following scheduled meetings. To ensure fair competition, no other meetings will be held.
