Proposed Partial Assignment and Transfer of GSC Farm, LLC Colorado River Water Entitlement to the Town of Queen Creek, Arizona

Proposed partial assignment and transfer, and wheeling of GSC Farm, LLC’s (GSC) Colorado River water entitlement located in La Paz County, Arizona to the Town of Queen Creek (Queen Creek), located in Maricopa and Pinal counties, Arizona.


Proposed Action

Greenstone Acquisitions, which holds a Colorado River diversion water entitlement of 2,913.30 acre-feet per year (AFY) for irrigation use in the name of GSC, proposed to permanently assign and transfer to Queen Creek, GSC’s estimated consumptive use of its Colorado River water entitlement of 2,083.01 AFY. Queen Creek has a Central Arizona Project (CAP) municipal and industrial water subcontract for 495 AFY with the United States and the Central Arizona Water Conservation District (CAWCD) and would need a CAP wheeling agreement to convey the transferred non-project water to its service area. The proposed water transfer would entail a change in the place of use, type of use, and change in the present point of diversion from the Cibola Valley Irrigation and Drainage District where the GSC lands are located, to a diversion at the Mark Wilmer Pumping Plant for conveyance through the CAP to Queen Creek.

Arizona Department of Water Resources (ADWR) Recommendation to Secretary of the Interior

By letter dated September 4, 2020, the Arizona Department of Water Resources (ADWR) recommended the Secretary of the Interior assign and transfer 1,078.01 acre-feet per year (AFY) of fourth priority Colorado River water entitlement from GSC to Queen Creek. GSC, Queen Creek and AWDR refined the assumptions, and in a letter dated Jan. 20, 2021 to Reclamation, concluded that the recommended assignment and transfer amount is 2033.01 AFY.
