Average rainfall in eastern Washington is less than nine inches a year.

The region was surveyed for irrigation potential in 1890. Thirty years later, local boosters revived interest in the issue. In 1932, after a variety of engineering studies had been made, the Bureau of Reclamation recommended the plan that was finally adopted.
