Lands, Resources & Recreation

The Natural Resources Group provides a wide range of expertise in natural resource management related to activities on lands and facilities under Reclamation’s jurisdiction. The Group includes specialists in Natural Resources/Land Use, Lands Management/Realty, Outdoor Recreation, Archeology/Paleontology and Geographical Information Systems.

Natural Resources, Fish and Wildlife, NEPA and Environmental Compliance - This team utilizes new and novel technologies for fish investigation and protection associated with Reclamation's water facilities and operations. They are also responsible for identifying mechanisms aimed at reducing impacts and for long term monitoring and reporting. As the environmental compliance group, they draft Categorical Exclusions (CE), Environmental Assessments (EA), and Environmental Impact Statements (EIS) for large scale construction and rehabilitation projects. Their expertise enables them to provide research program planning, management and execution, as well as technical assistance.

Lands and Realty Services - The Lands Team provides expertise in land use and resource management. Reclamation closely monitors lands under its jurisdiction, with the public required to apply for use of Reclamation land, facilities and waterbodies. Consideration of applications is discretionary and Reclamation reserves the right to refuse authorization of any use which may be incompatible or interfere with Reclamation project operations. Upon review and approval the Lands Team will issue authorizations for a variety of land and facility uses through licenses, leases, permits, easements and consents-to-use, for such things as cabin and boat dock permits, roadway construction, as well as bridge and utility crossings. The Lands Team also responds to questions and complaints related to trespass, encroachment and specific land management issues.

Outdoor Recreation – Unlike other land management agencies, Reclamation oversees the management of its recreation facilities through management agreements with other federal or non-federal public entities whenever possible. The Outdoor Recreation Planner coordinates cost-sharing efforts with its managing partners for site improvements and maintenance required for safety and legal compliance. The Planner also evaluates planning and design solutions, secures required clearances, monitors progress and ensures the completion of on-site reviews for compliance requirements. These duties include those recreation areas directly managed by Reclamation.

Any hunting must comply with all federal, state, and local laws, and there are no Reclamation-specific closures or other public use restrictions in place for the area. Reclamation does not manage hunting seasons, bag limits, or wildlife management. Please contact the Washington Department of Fish and Wildlife or Oregon Department of Fish and Wildlife for more information.

Reclamation’s Ephrata Field Office directly manages two parks: Summer Falls Day Use Area and Scooteney Park and Campground. Summer Falls is located at the north end of Billy Clapp Lake near State Highway 28 in Grant County, Wash., about 22 miles north of Moses Lake. The park is open for day use only and offers a single stall vault-style restroom for visitors. Scooteney Park and Campground are located at  800 Scooteney Park Road, Connell, Wash., approximately 7 miles northwest of Connell off State Highway 17 in Franklin County.

Water Quality Implementation Plan - Reclamation developed a water quality implementation plan to describe proposed and ongoing water quality monitoring for Henry Hagg Lake, the reservoir formed by Scoggins Dam. Data collected from this water quality monitoring will be used to establish baseline water quality conditions.
