Estimating Process Review (EPR) Program

Purpose

The EPR Program will provide a vehicle for communication, consistency, transparency, and accountability in estimates throughout Reclamation.

For the purposes of this EPR Program, the term "estimate" encompasses:
  • Project scope of work
  • Design
  • Quantity estimates
  • Construction cost estimates
  • Non-contract cost estimates
  • Benefit estimates
  • Project risks and contingencies

Vision

Reclamation leadership is confident in the estimates that are produced and how they are presented by Reclamation employees or consultants.

Mission

Provide a forum to address and promote estimate-related priorities, issues, activities, and accomplishments throughout Reclamation.

Goals

  • Provide tools, training, and guidance for Reclamation employees who develop and use estimates.
  • Ensure a consistent and accountable estimate framework throughout Reclamation.
  • Focus on estimates being fair, reasonable, and defendable.
  • Promote knowledge and information sharing.
  • Identify, communicate, and evaluate risks associated with estimates.
  • Promote a culture of trust and understanding in the estimates through communication and transparency.
  • Establish unified support in all Reclamation offices pertaining to estimating.
  • Ensure leadership and decisionmakers understand what an estimate represents and its intended purpose.
  • Promote a better understanding of estimate terminology, definitions, inclusions, uses, and limitations.
