Research Question

* Summarize and recommend regional water use rates by appropriate sectors of municipal, rural, and industrial water use.

* Describe the factors which influence water consumption rates and how to estimate demand rates in areas where data is lacking.

Need and Benefit

Reclamation's municipal, rural, and industrial water planning procedures and guidelines are in need of an update, especially Appendix A of Planning Instruction 82-01, "Interim Technical Memorandum for Estimating Municipal and Industrial Water Requirements and Benefits," 1982. The contextual setting for the Instruction was related to the completion of appraisal and feasibility studies and to a certain extent, that is still a need today, especially in support of the "rural water program" which is still under development. An equal need is in support of "needs assessment" studies conducted under the Native American Affairs Program by/for Tribes. Whether Reclamation reviews such studies or performs them, better guidance is urgently needed.
