Cat Creek Energy Pump Storage Project

The Cat Creek Energy Pump Storage Project is for a facility capable of producing 720 megawatts utilizing three adjustable speed pump-generating units, specific to the hydropower portion. The proposed project would create a new upper reservoir with a storage capacity of 100,000 acre-feet and use Anderson Ranch Reservoir as the lower reservoir.

The proposed project falls under dual jurisdiction with the Federal Energy Regulatory Commission, who is the lead federal agency for environmental compliance. In 2022, FERC selected Cat Creek Energy, LLC, for their integrated licensing process. Reclamation is working with FERC and Cat Creek Energy, LLC, on developing environmental compliance study plans.

Background

In 2014, Reclamation received a formal request for a Lease of Power Privilege pump storage project utilizing Anderson Ranch Reservoir and a new upper reservoir approximately 25 miles from Mountain Home, Idaho. In 2016, Reclamation issued a Federal Register Notice to request proposals from the public. That same year, Cat Creek Energy, LLC. was selected to receive a preliminary lease under the LOPP program to study the proposed pump storage project.
