Odessa Ground Water Replacement Program Pumping Plants and Pipeline Distribution Systems

The East Columbia Basin Irrigation District has identified 12 pumping plants and 13 laterals for the OGWRP. Landowner groups collaborated with the Bureau of Reclamation, ECBID, Washington State Department of Ecology, and the Washington Department of Fish and Wildlife to develop their respective project systems. Each system is separate and can move at its own pace, with funding being specific to each system. Throughout the design process, Reclamation, ECBID, and Ecology will formally accept design milestones.

EL11.8 Pumping Plant and Pipeline Distribution System

Anticipated to service 7,638 acres. The final design bid-package is underway. Reclamation anticipates receiving the package in July 2026, Once the package is received, Reclamation will conduct a final review, after which acceptance of the 100% design package can proceed.

EL22.1 Pumping Plant and Pipeline Distribution System

Anticipated to service 17,324 acres. On May 30, 2025, 100% designs were accepted. Pre-construction tasks are underway. Easements for this system still need to be acquired.

EL47.5 Pumping Plant and Pipeline Distribution System

Completed in October 2020, the system can serve up to 10,500 acres. This system delivers up to 140 cubic feet per second of water and has approximately 8.9 miles of pipeline. The ECBID used construction funds, as well as almost $16 million of municipal bonds and $5 million of state capital funds to complete the project. ECBID conducted the design and administered the construction contract. Since operation began in 2020, the system is working under a newly executed power agreement.

EL80.6 Pumping Plant and Pipeline Distribution System

Anticipated to service 5,862 acres. Reclamation accepted final designs on Oct. 6, 2025, and began construction on Dec. 4 that same year. The ECBID held a groundbreaking ceremony on June 10, 2026, and anticipates starting construction on the pipeline in summer 2026. Construction is expected to be completed by March 2027.

EL84.7 Pumping Plant and Pipeline Distribution System

Anticipated to service over 7,138 acres. On Aug. 14, 2025, 100% designs were accepted. Construction began the following day. Completion is anticipated for March 2027.

EL86.4 Pipeline Distribution System

Completed in April 2025, the gravity-fed system can serve up to 5,502 acres. This system delivers up to 73 cfs of water via 7.4 miles of pipeline.

Pumping Plant and Pipeline Distribution Systems

The engineering design phases have yet to begin for the systems below:

  • EL4.8: Anticipated to service 2,000–3,000 acres.
  • EL27.9 Anticipated to service 3,000–4,000 acres.
  • EL40.2: Anticipated to service 9,000–10,000 acres.
  • EL42.7: Anticipated to service 2,000–3,000 acres.
  • EL54.0: Anticipated to service 6,000 acres.
  • EL56.5: Anticipated to service 2,000–3,000 acres.
  • EL77.7: Anticipated to service 2,000 acres.
