Odessa Ground Water Replacement Program Pumping Plants and Pipeline Distribution Systems

The East Columbia Basin Irrigation District identified eight pumping plants and nine laterals for the OGWRP. Landowner groups collaborated with the Bureau of Reclamation, ECBID, Washington State Department of Ecology, and the Washington Department of Fish and Wildlife to develop their respective project system. Each system is separate and can move at its own pace, with funding being specific to each system. Throughout the design process, Reclamation, ECBID, and Ecology will formally accept design milestones.

EL11.8 Pumping Plant and Pipeline Distribution System
Anticipated to service 7,638 acres. Thirty percent designs were accepted in April 2022. The system is moving forward with 60% designs. The completion date is yet to be determined.

EL22.1 Pumping Plant and Pipeline Distribution System
Anticipated to service 16,316 acres. In July 2021, 30% designs were accepted. The system is moving forward with 60% designs—completion anticipated in February 2023. The power system impact and facility studies are complete and the easement acquisitions, cultural and environmental compliances are in process.

Pumping Plant and Pipeline Distribution Systems
The engineering design phases have yet to begin for each system.

  • EL40.2: Anticipated to service over 11,000 acres.
  • EL54.0: Anticipated to service over 8,000 acres.
  • EL73.3: Anticipated to service over 18,000 acres.

Completed in October 2020, the system can serve up to 10,500 acres. This system delivers up to 140 cubic feet per second of water and has approximately 8.9 miles of pipeline. The ECBID used construction funds, as well as almost $16 million of municipal bonds and $5 million of state capital funds to complete the project. ECBID conducted the design and administered the construction contract. Since operation began in 2020, the system is working under a newly executed power agreement.

EL80.6 Pumping Plant and Pipeline Distribution System
Anticipated to service over 5,800 acres. Thirty percent designs were accepted in December 2022. The system is moving forward with 60% designs. Cultural compliance and the physical modeling process have begun.

EL84.7 Pumping Plant and Pipeline Distribution System
Anticipated to service over 7,000 acres. In January 2023, 30% designs were accepted. Cultural compliance and the physical modeling process has started.

EL86.4 Pipeline Distribution System
Anticipated to service over 5,000 acres. This system is a gravity-fed system, and a pumping plant is not required. ECBID is working on completing the 30% designs. The easement acquisition process has started.
