Reclamation selects James Brown as regional human resources officer

SACRAMENTO, Calif – The Bureau of Reclamation’s California-Great Basin Region today announced the selection of James Brown as regional human resources officer. Brown will lead the human resources division staffing and classification and employee and labor relations branches and have direct oversight and authority over all human resources functions in the region.

“James’ many years of service and extensive knowledge of human resources management will be of immense benefit to all of Reclamation’s employees in the California-Great Basin,” said Regional Director Ernest Conant.

Brown has more than 18 years’ experience in human resources, including certification in suitability and adjudication processes by the Office of Personnel Management and as an authorized personnel misconduct investigator for the U.S. Department of Agriculture and Office of Inspector General. He is a graduate of the Strategic Leadership Development Program taught by George Washington University, Center for Excellence in Public Leadership.

A U.S. Navy veteran, Brown began his federal civilian career with the U.S. Department of Veterans Affairs in 2007. He has worked in human resources for the Bureau of Land Management, U.S. Forest Service, and USDA’s Natural Resources Conservation Service. He is a graduate of Southern Oregon University where he earned a bachelor’s degree in organizational psychology and a minor in human resources management

Brown assumed his duties on June 4.
