Quincy-Columbia Basin Irrigation District West Canal Programmatic Agreement
The Bureau of Reclamation is developing a programmatic agreement with the Quincy-Columbia Basin Irrigation District, the Washington State Historic Preservation Office, the Confederated Tribes of the Colville Reservation, and the Confederated Tribes and Bands of Yakama Nation. The PA is intended to increase efficiencies in the procedures used to address impacts to historic properties under Section 106 of the National Historic Preservation Act when Reclamation funds or otherwise authorizes canal lining projects for the Columbia Basin Project West Canal.
The PA was developed in accordance with 36 CFR 800.14(b) to streamline Section 106 compliance responsibilities when federal grant funds are awarded or issued for water and conservation projects that involve canal lining projects in the Columbia Basin Project West Canal.
Reclamation invites the public to provide comments on the draft PA, to be considered in the development of the final PA. Written comments can be sent to Elizabeth Heether, acting environmental program manager, Bureau of Reclamation, Columbia Cascades Area Office, 1917 Marsh Rd. Yakima, WA 98901. Comments also are accepted via email at eheether@usbr.gov. Public comments must be submitted/postmarked by Nov. 15, 2024.
