South Columbia Irrigation Basin District Title Transfer

The South Columbia Basin Irrigation District requested federal title to relevant facilities and associated structures, including but not limited to, pipelines, well sites, and associated structures located within Blocks 1, 2, and 3 to reduce administrative costs and increase operational efficiencies.

The Bureau of Reclamation and SCBID are working together in accordance with Title VIII of the John D. Dingell, Jr. Conservation, Management, and Recreation Act of 2019 (Public Law 116-9) that was signed into law on March 12, 2019.

Reclamation is working with SCBID to pursue title transfer following all relevant National Environmental Policy Act and National Historic Preservation Act processes to assess impacts of the title transfer on lands and assets associated. Once the title transfer is complete, SCBID will continue to operate and maintain the facilities in the same manner.

SCBID irrigation Block 1 encompasses an area northwest of Pasco, Washington. Block 2 is in the Burbank, Washington area, and Block 3 comprises areas to the west of Walla Walla, Washington along the Columbia River.
