East Columbia Basin Irrigation District Title Transfer
The East Columbia Basin Irrigation District is seeking title to certain project facilities in the operation and maintenance yards in Moses Lake, Warden, and Othello Washington, as well as numerous other facilities throughout the district. The request does not include any water distribution assets. The goal is to expedite upgrades to existing facilities and increase operational efficiencies.
The Bureau of Reclamation and ECBID are working together in accordance with Title VIII of the John D. Dingell, Jr. Conservation, Management, and Recreation Act of 2019 (Public Law 116-9) which was signed into law on March 12, 2019.
Reclamation is collaborating with ECBID to pursue title transfer in accordance with all relevant National Environmental Policy Act and National Historic Preservation Act processes. These reviews are intended to assess the potential impacts of the title transfer on associated lands and assets. Once the title transfer is complete, ECBID will continue to operate and maintain the facilities in the same manner.
