Otto Otter Water Safety Program

Since 1975, Otto Otter has helped teach families about the importance of water safety around canals and other Reclamation-managed waters. Originally created by fourth-grader Lori Presnell in a Columbia basin-wide poster contest, Otto has grown into a trusted symbol of Reclamation water safety across the West.

The Otto Otter Water Safety Program began as a youth-focused initiative, but today it serves a broader purpose. Otto helps Reclamation employees, educators and partners share consistent water safety messages with children, families, and communities. Whether near a canal, dam, or reservoir, Otto reminds us to stay alert, stay away, and stay responsible around dangerous water.
