For Release: January 23, 2006

Under guidance of the Trinity River Restoration Program (TRRP), the Bureau of Reclamation (the Federal lead agency) and the Trinity County Planning Department (the State lead agency) announce the availability of a Notice of Preparation (NOP) for a Draft Environmental Impact Report (EIR) and Environmental Assessment (EA) for the Indian Creek Rehabilitation Project:  Trinity River Mile 93.7 to 96.5.  The Draft EIR/EA will be a joint document prepared to meet California Environmental Quality Act and National Environmental Policy Act requirements.

The Indian Creek Rehabilitation Project is located along approximately 2.8 miles of the mainstem Trinity River within the community of Douglas City, located between Biggers Road Bridge and Weaver Creek.  The project is the third channel rehabilitation project already built or being planned that will enhance river processes and ultimately increase fisheries habitat as described in the December 19, 2000, Record of Decision (ROD) for the Trinity River Mainstem Fishery Restoration Environmental Impact Statement.

The project purpose and need is to provide increased juvenile salmonid rearing habitat on the mainstem Trinity River and reduce impacts to homes and structures located adjacent to the Trinity River from the implementation of flows required by the ROD.  Actions that may be conducted in the project area include removal of vegetation, earthwork in the Trinity River floodplain, material transportation and disposal, removal of in-river materials, and revegetation.

A 30-day public scoping period began on January 20, 2006, to solicit comments that will assist the lead agencies in identifying the range of actions, alternatives, mitigation measures, and significant effects to be analyzed in the Draft EIR/EA.  A public scoping meeting will be held on Wednesday, February 8, 2006, at 6:30 p.m. at the Trinity County Board of Supervisors Chambers in the Weaverville Library, 211 Main Street, Weaverville.  Project information will be presented and comments on the scope of the Draft EIR/EA will be accepted.

For further information, please visit the TRRP Web site at http://www.trrp.net/.  To request a copy of the NOP, please contact Mr. Brandt Gutermuth, Reclamation, at 530-623-1806 or Mr. Joshua Allen, Trinity County Planning Department, Natural Resources Division, at 530-623-1351, ext. 3411.  Written comments are due by Tuesday, February 21, 2006, and should be sent to:  Mr. Joshua Allen, P.O.
