Draft Environmental Impact Statement Available for Public Comment

Reclamation and the New Mexico Interstate Stream Commission released a draft environmental impact statement (DEIS) Thursday on a long-term miscellaneous purposes contract with the Carlsbad Irrigation District.

The draft environmental impact statement will be available for public review and comment for the next 60 days.

The purpose of the federal action is to allow the Interstate Stream Commission to use Carlsbad Project water for purposes other irrigation. Uses would include delivery to Texas to maintain long-term compliance with the Pecos River Compact.

Project water is available for lease to the Interstate Stream Commission under a Contingent Water Contract if lessors temporarily forego irrigation of their lands during that irrigation season or allotted water is not delivered to farms by October 31 of a year.

The long-term miscellaneous purposes contract would replace a 1999 short-term contract that Reclamation currently has with the Carlsbad Irrigation District allowing the Interstate Stream Commission to use Project water for miscellaneous purposes.

The DEIS can be viewed at the Bureau of Reclamation's Albuquerque Area Office, 555 Lomas NE, Albuquerque, New Mexico 87106; the New Mexico Interstate Stream Commission, 230 West Manhattan Ave, Santa Fe, New Mexico, 87501 or web site. Reclamation will host a public meeting to obtain public input on the DEIS on February 8, 2006 from 7:00 p.m. to 9:00 p.m. at the Best Western Stevens Inn in Carlsbad, New Mexico.
