DENVER – The Bureau of Reclamation announced Ernest Hall, P.E., as chief of the Civil Engineering Services Division #2 at the Technical Service Center in Denver, Colorado. Hall will begin his new position on Dec. 20, 2020.

"Reclamation relies upon the Technical Service Center for its leadership, excellence, and world-class engineering and science services," said Chief Engineer David Raff. "Mr. Hall's experience, expertise, and leadership will continue this tradition in support of water and power delivery in the western United States."

"Mr. Hall brings extensive Reclamation experience to this position with expert knowledge of dam safety, design and modification of concrete dams, spillways, and outlet works," said Dick LaFond, Technical Service Center director.

Hall joined Reclamation in 1990 as a civil engineer and has served as the manager of the Waterways and Concrete Dams Group 2 for the past five years. He will lead Civil Engineering Services Division #2, which comprises three Waterways and Concrete Dams Groups specializing in structural and hydraulic evaluations and designs of concrete dams and appurtenant hydraulic structures. The division also includes the Construction Management & Specifications group, which provides construction management services and prepares and coordinates specifications for Technical Service Center developed construction solicitations and the Estimating Services Group that provides Reclamation-wide estimating expertise and develops government cost estimates.

He has worked on an array of design projects, from modifications to appurtenant structures at small Native American dams for the Bureau of Indian Affairs to large concrete dam modifications such as Folsom Dam in California. He has extensive experience with Reclamation's Dam Safety Program and is a current member of Reclamation's Dam Safety Advisory Team.

Hall grew up in Grand Junction, Colorado, and earned a Bachelor of Science in civil engineering from Colorado State University. He became a registered professional engineer in 1995. He is an avid sports fan, traveler, and enjoys hiking in the nearby mountains with his family.
