Alicia Forsythe Selected as the Program Manager for Reclamation's San Joaquin River Restoration Program

The Bureau of Reclamation's Mid-Pacific Region announces the selection of Alicia (Ali) Forsythe as the Program Manager for the San Joaquin River Restoration Program (SJRRP) Office, located in Sacramento, Calif. Forsythe has been the Acting Program Manager since January 2011.

Regional Director Donald Glaser stated, "Ali Forsythe's experience, education and management skills make her the right choice to lead the SJRRP for the Mid-Pacific Region. She has been involved with San Joaquin River issues for many years and has gained the respect of the organizations and individuals who are working together to implement this important restoration program."

As the Program Manager, Forsythe will coordinate with the other SJRRP Implementing Agencies (U.S. Fish and Wildlife Service, National Marine Fisheries Service, California Department of Water Resources, California Department of Fish and Game), the Settling Parties (Natural Resources Defense Council [NRDC] and Friant Water Authority [FWA]), the Restoration Administrator (selected jointly by NRDC and FWA to provide recommendations regarding specific elements of the Settlement), downstream landowners and water districts, and many other entities to restore flows to the San Joaquin River from Friant Dam near Fresno, Calif., to its confluence with the Merced River. The goals of the SJRRP are to restore a self-sustaining Chinook salmon fishery in the river while reducing or avoiding adverse water supply impacts to Friant Division long-term water service contractors from the interim and restoration flows. Forsythe has managed various National Environmental Policy Act, California Environmental Quality Act, water rights and restoration projects in both the public and private sector. She began her federal career with Reclamation in 2009 as a Project Manager with the SJRRP Office. She led the program's Interim Flow activities and three on-going site-specific channel and structural improvements projects, oversaw the SJRRP's budget and schedule, and worked with the previous Program Manager to establish and implement SJRRP policies and direction. Prior to joining the Mid-Pacific Region, she was a Project Manager with CH2M HILL.

Forsythe holds Bachelor of Science degrees in Environmental Studies and Hydrologic Sciences from the University of California, Santa Barbara.
