8 Central Valley Project Long-Term Water Service Contracts Available for Public Review and Comment

The Bureau of Reclamation, the eight Cross Valley Canal Central Valley Project (CVP) Contractors, and the Department of Water Resources (DWR) have completed negotiation of renewal long-term water service contracts for approximately 128,000 acre-feet of CVP water. These contracts are three-party agreements whereby Reclamation makes water available in the San Joaquin-Sacramento River Delta and the water is conveyed to the Cross Valley Canal Contractors by DWR through State Water Project facilities.

The contracts were negotiated and completed under the Central Valley Project Improvement Act and are available for a 60-day public review and comment period. The eight Cross Valley Canal Contractors are Counties of Fresno and Tulare, Hills Valley Irrigation District, Kern-Tulare Water District, Lower Tule River Irrigation District, Pixley Irrigation District, Rag Gulch Water District, and Tri-Valley Water District.

Significant terms of the contracts include: an initial 25-year term for irrigation and mixed irrigation and municipal and industrial (M&I) contracts; tiered water pricing; opportunities for contractors to engage in water management activities such as transfers, water banking, and ground-water recharge; project water measurement; and communication, cooperation, and coordination between the parties to improve management and operation of the CVP.
