Draft Environmental Assessment Available for 1-Year Warren Act Contracts for the Conveyance of Non-CVP Water in the Delta-Mendota Canal

The Bureau of Reclamation announces the availability of a Draft Environmental Assessment (EA) to enter into 1-year Warren Act Contracts to requesting Central Valley Project (CVP) water service Contractors (Contractors) within the Delta Division and San Luis Unit for a combined total of up to 50,000 acre-feet for the 2008 contract year, ending February 28, 2009. The contracts will allow the delivery of non-CVP water in the Delta-Mendota Canal (DMC), subject to available capacity.

The following Contractors could potentially participate in this proposed action: Byron Bethany Irrigation District, Banta Carbona Irrigation District, Del Puerto Water District, San Luis Water District, Panoche Water District, Pacheco Water District, Oro Loma Water District, and Mercy Springs Water District.

The source of non-CVP water would be Contractors ground-water pumping. The Contractors would pump ground water from wells close to the DMC directly into the canal. The amount of water pumped into the DMC would be measured by San Luis and Delta-Mendota Water Authority field staff. Participating Contractors intend to pump up to 10,000 acre-feet of ground water into the DMC. Contractors would then take out a like amount from turnouts on the DMC to be conveyed through their distribution systems for agricultural use to water users within their service area.

The Draft EA was prepared in accordance with the National Environmental Policy Act and is available for a 30-day public review and comment period.
