The Weber Basin Water Conservancy District proposes to modify the existing Arthur V. Watkins Dam structure to increase the water storage capacity of the dam without affecting the purpose or benefits of the dam. The modifications are needed to allow the district the full use of the existing Weber Basin Project water right. The modifications would allow the district to increase the amount of water available for delivery from Willard Reservoir to meet growing water demands.

The proposed action would increase the active storage capacity of A.V. Watkins Dam by raising the maximum reservoir water surface by two feet and, possibly lowering the minimum reservoir water surface by five feet. Raising the maximum water surface elevation would require raising the dam crest. Lowering the dead pool would be accomplished by constructing a new low-level outlet and pumping plant and associated pipeline.
