Reclamation partners with the Department of Water Resources (DWR), CALFED, the Santa Clara Valley Water District (for the San Luis Low Point Investigation), and the Contra Costa Water District (for the Los Vaqueros Expansion Investigation) to plan and execute various planning and environmental processes necessary to move the storage and conveyance investigations forward. Various factors determine which agency functions as the lead agency for each investigation.

DWR operates and maintains State Water Project (SWP) facilities and cooperatively manages California’s water resources.

CALFED, a joint federal and state effort, was created with the mission of collaboratively improving California’s water supply and the ecological health of the San Francisco Bay/Sacramento-San Joaquin River Delta over the long term.

Santa Clara Valley Water District is responsible for enhancing, protecting, and restoring 700 miles of streams, riparian corridors and natural resources in the Santa Clara Valley.
