Title: Delta Lands Reclamation District No. 770 Long-term Warren Act Contract EA
Summary: Reclamation proposes to approve a Warren Act contract and license, both to be executed for a 25-year period, to allow the Delta Lands Reclamation District No. 770 (District) to redirect floodwater from the Kings, St. Johns (a tributary of the Kaweah river), and Tule Rivers into the Friant-Kern Canal, which is part of the Central Valley Project. The District needs the Warren Act contract to protect agricultural lands and public improvements in the Tulare Lakebed from floodwaters. The District needs the license to store, operate, and maintain pumping facilities on federal lands owned by Reclamation along the canal. The proposed license would allow the existing infrastructure to remain in place, allow insertion of pumps, and provide equipment maintenance. Since the finalization and approval of the 25-year Warren Act contract and license is not expected to be completed and executed until after the 2012/2013 rainy season, RD770 has requested a one-year license and a one-year Warren Act contract in case damaging floodwater should threaten RD770 pending completion of the long-term actions.
