Title: | Ten-Year Exchange Agreements and/or Warren Act Contract for Conveyance of Groundwater in the Delta-Mendota Canal - Contract Years 2013 through 2023 |

Summary: | Reclamation executed a 5-year Exchange Agreement and/or 5-year Warren Act contract with requesting Central Valley Project (CVP) contractors within the Delta Division and San Luis Unit. At the end of the first 5-year action(s), Reclamation could execute an additional 5-year Exchange Agreement and/or 5-year Warren Act contract to requesting CVP contractors within the Delta Division and San Luis Unit based on the 10-year environmental impact analysis covered under this Environmental Assessment. The terms for both would be March 1, 2013 through February 28, 2023 for pumping and conveyance, and March 1, 2013 through February 29, 2024 for storage in San Luis Reservoir and conveyance from the San Luis Reservoir. In 2014, Reclamation proposed to approve additional points of delivery for up to 5,000 AF of Panoche Water District?s non-CVP groundwater introduced into the DMC as part of the DMC Groundwater Pump-in Program through February 28, 2015. The 5,000 AF is included in the up to 10,000 AF provided for under Panoche?s existing 5-year Warren Act contract, which is part of the above action. Later in 2014, Reclamation temporarily changed the maximum acceptable concentration of selenium measured at the well head from 2 ppb to 5 ppb for groundwater introduced into the upper portion of the DMC. The change is only in effect through August 30, 2014. In 2016, Reclamation proposed to approve additional points of delivery for up to 5,000 AF of Panoche?s non-Project groundwater introduced into the DMC as part of the DMC Groundwater Pump-in Program through February 28, 2018. The 5,000 AF is included in the up to 10,000 AF provided for under Panoche?s existing 5-year Warren Act contract which is included in the cumulative total (50,000 AF per year) allowed under the DMC Groundwater Pump-in Program. |
