Value Planning, Value Engineering, and Value Engineering Contract Proposals (VECP) are required in many activities (primarily construction projects over $1 million), thus see the table on the "Federal Requirements" page to verify when these studies are legally mandated.

Teams following the Goal and PASS process(es) solve specific project problems, but do not meet mandatory DOI requirements for Value Studies.  See Reclamation's Construction and Study Schedule, which shows where GOAL, PASS, Value Planning, Value Engineering, and VECPs fit into a typical Reclamation construction project.

Value Program studies can dramatically increase your project's efficiency and cost effectiveness.

If the activity is over $10 million, then do a Value Planning study rather than a PASS wherever possible to comply with VE "Federal Requirements." VECP can help ensure that contractors save money.
