Fontenelle Working Group
Meeting Minutes
April 12, 2007
This meeting was held at Seedskadee National Wildlife Refuge on the Green River below Fontenelle Dam. Attendees are listed below.
The purpose of operation meetings (held in April, and August) is to inform the public and other interested parties of Reclamation's current and future operational plans and to gather information from the public regarding specific resources associated with Fontenelle Reservoir. In addition, the meetings are used to coordinate activities and exchange information among agencies, water users, and other interested parties concerning the Green River.
Ed Vidmar called the meeting to order at 10:00 a.m. with 9 present (see attendees below). Ed introduced Rick Clayton who gave a presentation of the hydrologic conditions and historic operations of Fontenelle Reservoir.
Rick gave a presentation of current hydrology in the Upper Green River Basin. Conditions have been very dry this year and the drought that has gripped the basin since 2000 will continue through this year. The forecasted inflow for the spring does not currently show a need to bypass any water from Fontenelle Dam and releases will likely not have to be increased above current levels (910 cfs) throughout the spring period. Current projections show that Fontenelle Reservoir will not fill this season and will likely top out at an elevation of approximately 6495 feet above sea level.
Rick indicated that these was some flexibility in operations this season and that if there was any good reason to conserve water during the spring, releases could be reduced now in order to increase potential releases in the fall and winter months.
Robb Keith indicated that as long as flows remained above 800 cfs there would be no significant impact to the trout fishery. Ben Bracken indicated no problem with flows in this range in terms of the intake to the water treatment plant in Green River. Mike Meyer indicated they would have no problem at these levels in terms of the intake structure for the Jim Bridger Powerplant. Bart McDermott indicated no issues at these levels in terms of management of wetlands in the National Wildlife Refuge.
It was suggested that Reclamation consider reducing releases to 800 cfs now in hopes of filling the reservoir to a higher level by the end of summer which could provide higher flows during the fall and winter period.
Ed Vidmar announced the tentative date for the next Fontenelle Working Group meeting will be Thursday, August 21 th, 2007, at 10 a.m. at the Wyoming Fish and Game Office located in Green River, Wyoming.
