This meeting was held at the Department of Fish and Game in Green River Wyoming. Attendees are listed below.

The purpose of operation meetings (held in April, and August) is to inform the public and other interested parties of Reclamation's current and future operational plans and to gather information from the public regarding specific resources associated with Fontenelle Reservoir. In addition, the meetings are used to coordinate activities and exchange information among agencies, water users, and other interested parties concerning the Green River.

The meeting began at 10:00 a.m. with 11 people present.

Rick Clayton gave a presentation on the hydrology above Fontenelle Reservoir (see link below to download this presentation) and expected spring peak runoff. Because of the continuing drought conditions, the scheduled release pattern from Fontenelle Reservoir includes a small bypass of 500 cfs in June and the reservoir should be very nearl full by the end of July.

Some discussion of special releases was made regarding requests from the Green River Chamber of Commerce and the City of Green River Wyoming. Two times each year kayaking events are held in the white water park located in Green River. These events occur in late June and late August each year. Optimal flows for this park are aproximately 1100 to 1300 cfs. Requests have been made for releases from Fontenelle Dam to provide optimal flows during these events for 2004. In the past, the Green River Chamber of Commerce has made a request to the Wyoming Water Development Commission for release of this water. This year, the request has come directly to Reclamation as Reclamation does hold a water right in Fontenelle Reservoir. There was some opposition to these special releases as the changing release patterns disrupt fish populations below Fontenelle Dam. Reclamation has taken the request under consideration and will likely approve the special releases for 2004.
