Mr. Ryan graduated from the University of Michigan in 1978 with a bachelor’s degree in Psychology. In 1989 he received a second bachelor’s degree in Civil Engineering from the University of Utah. While attending the University of Utah, he worked for the U.S. Geological Survey and following graduation began working for the Bureau of Reclamation. With Reclamation, Mr. Ryan was involved in developing a decision support system, including river system models, geographical information systems, and a relational database, for water operations functions in the Upper Colorado Region.
From 1993 through 1999, Mr. Ryan was Reclamation’s lead in the operation of Flaming Gorge Reservoir and was involved in developing and implementing research related to endangered fish in the Green River. He was one of the authors of the Flow and Temperature Recommendations for Endangered Fishes in the Green River Downstream of Flaming Gorge Dam. From 1999 though 2007, the focus of Mr. Ryan’s work was on the operation of Glen Canyon Dam and the coordinated operation of the Colorado River reservoirs. During this period he acted as chairperson for the Colorado River Management Work Group through which the Secretary of the Interior consults to develop the Annual Operation Plan for Colorado River reservoirs. Mr. Ryan served on the project team for the Colorado River Interim Surplus Criteria Environmental Impact Statement (EIS) (2000) and also on the project team for the Colorado River Interim Guidelines for Lower Basin Shortages and Coordinated Operations for Lake Powell and Lake Mead EIS (2007). He is currently the understudy to the Manager in the Upper Colorado Regional Office’s Environmental Resources Division
