S. Clayton Palmer is currently Manager of Environmental and Resource Planning for the Colorado River Storage Project Management Center of Western Area Power Administration. In this capacity, he is responsible for developing resource forecasts of CRSP power production and for the development of marketing plans and electrical products. He also represents Western on environmental issues related to the CRSP dams.
Clayton is an associate instructor of economics and public finance at Westminster College in Salt Lake City. He is also an instructor in economics at Weber State University in Ogden.
Clayton earned an Honors BA degree in economics from the University of Utah before continuing on to Johns Hopkins University to earn his MA in economics in 1983. Clayton is the author or several journal articles and technical reports, mostly dealing with the economic approaches to environmental issues.
