Criteria for evaluating research proposals
Our selection process shows the flowchart of how activities are selected, evaluated, and implemented.
Two scorecards are used to review and rate the proposals: the "Technical Merit" scorecard and the "Reclamation Mission Relevancy" scorecard.
Technical experts will review each proposal. These technical experts will typically consist of subject matter experts outside of Reclamation. Relevancy reviewers will consist of Reclamation subject matter experts who are managers in regional offices, area offices, and/or other program offices.
Other factors that will influence proposal selection are steering team priorities, administration priorities, contribution toward Reclamation and S&T Program mission goals, and demonstrated progress and accomplishments (for ongoing proposals). The Director of Research will also rely on the priorities established by Congressional appropriations language, administration initiatives, and current konwledge of Reclamation priorities to make final funding decisions.
