When donation of land is contemplated, prior approval of the Commissioner shall be obtained.

The findings required by 101-47.501-4 and 101-47.503-3 shall be approved by a reviewing authority not lower that the Regional Director; provided, that the reviewing official may not be the accountable officer for the property involved.
