     The Laboratory prioritized its recommendations based on input from our constituents and our employees.  Our initial efforts will focus on:

Defining our power mission - By recognizing power as a strategic objective and communicating more clearly how it fits into Reclamation's overall mission, we will focus our actions more effectively.

Improving communication - We will include our constituency and employees in all levels of our power program.  We will use regional and corporate partnerships and include customers in the decision-making process.  We are committed to exceeding our customers' expectations.

Institutionalizing benchmarking - We will continue to measure, compare and evaluate our performance against others in the business to ensure that we maintain a position of leadership.

Investing in our human resources - Our reinvention success depends on our staff becoming the best in the business through training and career development.  We will develop a corporate strategy for training, developing, and maintaining the skills of our power staff.

Becoming more financially accountable - The financial integrity of the multibillion-dollar investment in Reclamation power projects must be maintained and protected.  By standardizing our cost accounting practices to be compatible with industry reporting standards, we will be better able to compare our performance and communicate our results.

Managing our natural resources - As stewards of vast natural resources, we will continue to seek ways to minimize the impacts of our power facilities on those resources.
