We have an excellent foundation to reinvent a power program that better meets the needs of future generations.  We are ready to meet the challenge.
     The real value of our efforts will be measured by what we do with the information gained and how it translates into action.  Our challenges now are to take what we have learned and fashion meaningful responses to those areas that need improvement.  We have identified ways that we can improve in each component area and will strive to implement all recommendations identified in the Laboratory.

We are committed to implementing those recommendations that are cost effective, make sense, and will truly lead to an improved hydropower program.

     We must channel our resources toward making improvements that clearly provide the greatest return for the taxpayers' initial investment.
