Grand Coulee Dam Exercise to Evaluate Response Plans
The Bureau of Reclamation’s Grand Coulee Power Office, along with the Federal Emergency Management Agency and other public safety agencies, will be engaged in an emergency response exercise March 9-16, 2001.
"The purpose of the exercise is to ensure staff are fully aware of their responsibilities in an emergency and ensure that procedures are tested and updated as necessary," said Dave Lyngholm, Manager of Grand Coulee Power Office.
According to Jerry Jenson, emergency exercise training officer for Washington Emergency Management Division, the exercise develops a realistic, if extreme scenario that will also evaluate the adequacy of emergency response plans for Washington and Oregon states as well as up to 20 downstream jurisdictions along the Columbia River.
"The February 28 earthquake in Olympia should serve as a reminder to all of us of the importance of emergency preparedness, whether it be an earthquake, flood, fire, or other natural disaster," said Jenson.
According to the Federal Emergency Management Agency, the goal of emergency preparedness is to prioritize possible hazards and take prudent precautions before disasters strike to mitigate their worst effects, minimize loss, and speed recovery.
The exercise presumes an event that would take about 7 to 10 days to run its course. During that period, Reclamation and cooperating participants will place actual notification calls to County, State, and other Federal agencies. Local Emergency Management offices will be responding to the scenario during various days of that week. Warning and evacuation planning and implementation are the responsibility of the downstream local authorities having jurisdiction in areas that would be flooded.
Participants and partners in this exercise include the U.S. Army Corps of Engineers; Chelan, Douglas, and Grant County Public Utility Districts; Washington and Oregon State offices of Emergency Management and other state departments; the Confederated Colville Tribes; Bonneville Power Administration; National Weather Service; Federal Emergency Management Agency; county emergency directors, and local emergency personnel.
