The 2005 Biological Opinion on future O&M of Reclamation projects in the Deschutes River Basin
included an Incidental Take Statement to minimize take of Mid Columbia Steelhead.
The Incidental Take Statement requires one of the following to be true from October 1 through November 15:
  7 day avg flow Crooked River below Opal Springs(CROO QD7) >= 1200 cfs     Current: 1302 cfs
  7 Day moving average flow CULO + CROO (CULVER QD7)  >= 1680 cfs,          Current: 1973 cfs
  Average Bowman Dam Release(PRVO QD)  >= 215 cfs,                          Current:  222 cfs
