Furnishes interpretation and guidance to Reclamation's financial management community to ensure conformance with Government accounting principles and standards, standardization and reliability of financial data, accurate reporting, and maximum recovery of project costs.

Conducts research, reviews, and analyses of a financial management nature (e.g., appropriation law, fund controls, business practices, Comptroller General Decisions, financial law/regulations) in response to questions or reviews of policies. Establishes and sets up accounting models and controls for Reclamation's chart of accounts.

Prepares budget obligation, expenditure, and cash outlay reports to the Office of Management and Budget, Department of Treasury, Department of the Interior, Department of Commerce, Commissioner's Office, and other interested parties. Prepares requests to Treasury for fund warrants and transfers; enters budget allotments into the Federal Financial System (FFS) by Region, Fund, and Project as indicated on the Program and Budget System (PABS); and monitors budget Spending Controls. Reconciles Reclamation's cash accounts with Treasury and the Standard General Ledger (SG)L control accounts for Accounts Receivable, Accounts Payable, Unliquidated Obligations, Advances, and Escrow to the subsidiary records. Prepares the annual CFO financial statements for Reclamation and provides audit liaison services for FAS.
