Water transfers under the Proposed Action would occur between the Exchange Contractors and Central Valley Project (CVP) and non-CVP water contractors and wildlife refuges largely within California’s San Joaquin Valley, but may also include water users south and east of the San Francisco Bay and east of Monterey Bay. The proposed new transfer program would provide for the transfer and/or exchange of up to 150,000 acre-feet of substitute water from the San Joaquin River Exchange Contractors Water Authority to several potential users over 25 years.
