Subject: Reclamation Financial Assistance Memorandum (RFAM) 06-02 – Administrative Relief Options for Recipients Impacted by Hurricanes Katrina and Rita
1. Purpose: The purpose of this memorandum is to transmit the attached Department of the Interior guidance and instructions on administrative relief options for recipients that may have been impacted by Hurricanes Katrina and Rita.
2. Effective date: The effective date of this RFAM is October 24, 2005.
3. Expiration date: This RFAM is in effect until cancelled or superseded.
4. Background:
a. Due to the possible devastating effects of Hurricanes Katrina and Rita on recipients of Federal Financial Assistance, the Office of Management and Budget (OMB) issued a memorandum (http://www.whitehouse.gov/omb/financial/fin/katrina_admin_relief_093005.pdf) identifying several ways in which Federal grant-making agencies could relieve, in the short term, and at their discretion, certain administrative and financial management requirements under the OMB Circulars A-21, A-87, A-102, A-110, and A-122.
b. Administrative relief options are only available to recipients located in a county or parish where a major disaster has been declared under the Stafford Act as a result of Hurricanes Katrina and Rita.
5. Actions Required:
a. Determine if your office has awarded any financial assistance agreements to recipients who qualify for consideration in accordance with paragraph 4.b., above.
b. If any recipients qualify for consideration, please contact them to determine if any of the relief options identified in the Attachment would assist them in the administration and completion of their agreements.
c. If it is determined that a relief option should be offered to the recipient, issue a modification to the applicable grant or cooperative agreement to incorporate the relief option changes.
d. Forward copies of all modifications and supporting documentation, to include the name of the Hurricane and county or parish where the recipient is located, to 84-27800 (Bartlett) for maintenance of information on all actions taken to provide relief options to recipients.
e. Please forward this RFAM to all personnel who award and administer financial assistance agreements in your region.
