1. Purpose. This purpose of this memorandum is to transmit a copy of proposed revisions to the Reclamation Financial Assistance Handbook (RFAH).
2. Effective date. Not applicable.
3. Expiration date. Not applicable.
4. Explanation of changes. The RFAH has been substantially updated by removing outdated material, providing additional guidance, identifying additional programs under which there is authority to use financial assistance instruments, and adding appendices for easier reference of certain materials.
5. Action required. Please review the attached proposed revision and provide any comments to this office on or before August 14, 2000.
