- Purpose: The purpose of this memorandum is to transmit the AAMD Review and Approval Thresholds for simplified acquisition and contract actions in FY 2008.
- Effective Date: Upon issuance.
- Expiration Date:September 30, 2008.
- Background: In analyzing recent Federal Procurement Data System (FPDS) statistics, it has been determined that individual AAMD review and approval thresholds should be established by Region in order to review a representative sample of actions for each. The FY 2008 thresholds have been established in light of FPDS statistics and after careful consideration and collaboration among my staff.
- Explanation of Changes: WBR 1401.7001-3 of the Reclamation Acquisition Regulation (RAR) establishes AAMD review and approval requirements for a representative sample of simplified acquisitions and contract actions. The attached table provides the AAMD review and approval thresholds for the period beginning October 1, 2007, through September 30, 2008. We have added two new categories: Interagency Acquisitions under the Economy Act and Earned Value Management Strategies for the contracting of Information Technology (IT) development projects with $1 million or more in development over the project’s life cycle.
All actions submitted for review must have the Chief of the Contracting Office (CCO) approval or will be returned without further action until CCO approval is finalized. As the Bureau Procurement Chief, I reserve the right to review actions below stated thresholds at my discretion and other stages of review for actions over the designated review/approval thresholds.
Also, please note that all service requirements in excess of $100,000 shall continue to be solicited as Performance-Based Service Acquisitions unless a waiver has been approved by me as the Bureau Procurement Chief prior to issuance of the solicitation (see WBR 1401.7001-3(b)(2)(iii)(G)).
- Action Required: Please make further distribution of this memorandum to all personnel involved in the award of simplified acquisitions and contract actions, including all subregional buying units. In addition, please ensure that personnel entering into and administering actions under Title I of P.L. 93-638 (Indian Self-Determination Act) receive a copy of this ET.
