- Purpose: To transmit Federal Procurement Data System-Next Generation (FPDS-NG) annual reporting certification policy issued in the Department of the Interior Acquisition Policy Release (DIAPR) 2007-01. This ET supersedes ET 05-04 and 06-05.
- Effective Date: This guidance is effective immediately.
- Expiration Date: Until cancelled or superseded.
- Background:
- DIAPR 2007-01, “Ensuring Accurate Procurement Data Reporting to the Federal Procurement Data System – Next Generation (FPDS-NG)” (attachment 1), requires that the Bureau Procurement Chief (BPC) certify to the completeness, currency and accuracy of procurement data reported to FPDS-NG. This certification is due to the Director, Acquisition and Property Management (PAM), on October 13th following the end of each fiscal year.
- The certification is to confirm that all reportable actions for the previous fiscal year have been accurately entered into FPDS-NG and were reviewed/approved by the responsible Contracting Officer. The certification should also address:
- Any known errors or unresolved anomalies in the data;
- Current fiscal year goals; and
- Steps being taken to further improve the quality (completeness and accuracy) as well as the timeliness of the data.
- Action Required:
- By close of business October 1 of each year, each Regional and the Denver Office Chief of the Contracting Office (CCO) shall submit to the BPC a certification of the completeness, currency and accuracy of procurement data reported to FPDS-NG in the Region/Office. The Certification of FY Procurement Data Submission to FPDS-NG form (attachment 2) is to be used for the certification. Also, to be included in the certification, as applicable, are the following:
- Any known errors or unresolved anomalies in the FPDS-NG data;
- Any current fiscal year reporting goals; and
- Steps being taken to further improve the quality (completeness and accuracy) as well as the timeliness of the data reported to FPDS-NG
- This annual certification does not change or replace the requirements of ET 07-06, Federal Procurement Data Verification and Validation. As a reminder, the quarterly verification and validation for the data reported to FPDS-NG in the fourth quarter of the fiscal year is due to Acquisition and Assistance Management Division by October 7 of the following fiscal year.
- By close of business October 1 of each year, each Regional and the Denver Office Chief of the Contracting Office (CCO) shall submit to the BPC a certification of the completeness, currency and accuracy of procurement data reported to FPDS-NG in the Region/Office. The Certification of FY Procurement Data Submission to FPDS-NG form (attachment 2) is to be used for the certification. Also, to be included in the certification, as applicable, are the following:
