Subject: Electronic Transmittal (ET) No. 07-08 – Acquisition and Assistance Management Division (AAMD) Review and Approval Thresholds for Fiscal Year (FY) 2007
  1. Purpose: The purpose of this memorandum is to transmit the attached table, which provides AAMD Review and Approval Thresholds of simplified acquisition and contract actions for the balance of FY 2007.
  2. Effective Date: Upon Issuance
  3. Expiration Date: September 30, 2007
  4. Background:

    In analyzing FPDS statistics for FY06, it has been determined that individual AAMD review and approval thresholds should be established for each Region in order to review a representative sample of actions for each Region. However, due to the fact that we are already mid-way through FY07, we have determined that the same thresholds for FY06 will apply to all Regions for the balance of FY07. Our intention is to establish FY08 individual AAMD review and approval thresholds for each Region by no later than September 30, 2007.

  5. Explanation of Changes:

    WBR 1401.7001-3 of the Reclamation Acquisition Regulation System (RARS) establishes thresholds for AAMD review and approval of a representative sample of simplified acquisition and contract actions prior to execution. The attached table provides the AAMD review and approval thresholds for the balance of FY 2007. These review categories and thresholds apply to designated actions for all regional and sub-regional buying units through September 30, 2007.

    Also, please note that all service requirements in excess of $100,000 shall be solicited as Performance-based Service Acquisitions unless a waiver has been approved by me as the Bureau Procurement Chief prior to issuance of the solicitation (see WBR1401.7001-3(b)(2)(iii)(G)).

  6. Action Required:

    Please make further distribution of this memorandum to all personnel involved in the award and administration of simplified acquisition and contract actions, including all subregional buying units. In addition, please ensure that personnel entering into and administering actions under Title I of P.L. 93-638 (Indian Self-Determination Act) receive a copy of this ET.
