- Purpose: To issue revisions to the Reclamation Purchase Line Handbook (PURLBOOK).

- Background:
This memorandum is to issue a revision to the PURLBOOK outlining the use of the Bureau of Reclamation Form 7-2579, Purchase Business Line Cardholder Review Form, for documenting purchase business line reviews.
- Explanation of Changes:
The Bureau of Reclamation's Purchase Line Handbook sets out in Section II (B)(4)(i) the requirement for conducting purchase business line cardholder reviews. This update to the PURLBOOK incorporates the mandatory use of Reclamation Form 7-2579 to document purchase cardholder reviews. A PDF file of Form 7-2579 is attached to this Electronic Transmittal. A fillable (fill-on-line) form is available for use at the following website: http://intra.usbr.gov/forms/7forms.html
PURLBOOK Change
PURLBOOK, Section II(B)(4)(i)(2) is deleted in its entirety. It is replaced with the following:
2) Cardholder reviews shall include, at a minimum, the areas identified on the Bureau of Reclamation Form 7-2579, Purchase Business Line Cardholder Review Form. Purchase cardholder reviews must be documented on Form 7-2579. The form can be found at the following website: http://intra.usbr.gov/forms/7forms.html

Please distribute this ET to all personnel involved in the review of purchase business line cardholders. A supplement to this ET will follow at a later date, to include replacement pages to the PURLBOOK as a result of this change.
