Subject: Electronic Transmittal (ET) No. 07-04, Visual Identity Policy
  1. Purpose: To provide guidance regarding contract requirements to meet the Reclamation Manual Administrative Management (ADM) Policy 05 (P05), Visual Identity.
  2. Effective Date: This guidance is effective immediately.
  3. Expiration Date: Until cancelled or superseded.
  4. Background:

    Printed and electronic products that a contractor delivers under contract as Reclamation proprietary materials must meet the Reclamation Manual Visual Identity Policy (ADM P05). These are products (i.e. reports, audiovisuals, exhibits, etc.) Reclamation intends to largely make available to the public or our employees as received from the contractor and are to be identified as Reclamation products.

    Some categories of products acquired under contract that must meet the Visual Identity Policy are:

    • Audiovisual, Multimedia, Photography, and Equipment
    • Corporate Materials
    • Exhibits, Displays and Poster Session Posters
    • Publications Printing
    • Signage for Buildings, Outdoor Public Use Areas, and Vehicles
    • Uniforms and Official Clothing
    • Visitor Center publications, exhibits, and other materials
    • Internet and Intranet Websites

    Examples of products or deliverables that a contractor develops that are required to meet the Visual Identity Policy (these are produced under contract as deliverables to be utilized either internally or externally):

    • Contractor produced presentation material (i.e. video, PowerPoint, brochure)
    • Software user manual prepared for Reclamation employees
    • Technical reports that Reclamation will release largely as produced by the contractor

    Examples of products that are not required to meet the Visual Identity Policy (these are produced under contract in support of an end product and reside primarily in the contract file):

    • Monthly contract status report
    • Test plan
    • Meeting minutes

    The Visual Identity Policy (ADM P05) and requirements are available on the Bureau of Reclamation Visual Identity Program Online Manual website at http://www.usbr.gov/vip. The username and password to access the website are "Reclamation" and "Website1", respectively. The username and password may be provided in the solicitation or otherwise.

  5. Action Required:
    1. Assure contract Statements of Work and/or specifications incorporate, where applicable, the Bureau of Reclamation Visual Identity Program Online Manual and website.
    2. Review existing contracts and modify or issue change orders to existing contracts, where applicable, to incorporate the Bureau of Reclamation Visual Identity Program Online Manual and website.
