Subject: Electronic Transmittal (ET) No. 07-01, Reclamation Acquisition Regulation (RAR) Revisions - Security Requirements
  1. Purpose: To transmit revisions to the RAR.
  2. Effective Date: This guidance is effective upon the date of signature.
  3. Expiration Date: Until cancelled or superseded.
  4. Background:
    1. Homeland Security Presidential Directive 12 (HSPD-12), issued on August 27, 2004, establishes a mandatory, Government-wide standard for secure and reliable forms of identification issued by the Federal Government to its employees and contractors (including contractor employees). As a result of this Directive and other authorities as outlined under the attached WBR 1437.8101, it was determined that a major rewrite of the RAR in both Subpart 1437.81 and clause WBR 1452.237-80 is required.
    2. See changes below.
  5. Explanation of Changes:
    1. WBR Subpart 1437.81, Security Requirements, is replaced with the attached WBR Subpart 1437.81, Security Requirements.
    2. WBR 1452.237-80, Security Requirements, Information Technology/Compulsory Protection of Sensitive Information and Security Access Requirements - Bureau of Reclamation (MAY 2005) is replaced with the attached clause WBR 1452.237-80, Security Requirements - Bureau of Reclamation (OCTOBER 2006).
  6. Action Required:
    1. This memorandum shall be distributed to all regional acquisition and sub-buying personnel. In addition, all CORs shall be apprised of these changes.
    2. Contracting Officers shall insert the attached replacement clause WBR 1452.237.80 in all solicitations, contracts, purchase orders, and delivery/task orders as prescribed under the attached WBR 1437.8103.
