Subject: Electronic Transmittal (ET) No. 06-13, Reclamation Acquisition Regulation (RAR)
  1. Purpose: To issue revisions to the RAR.
  2. Effective Date: Upon date of issuance.
  3. Expiration Date: In effect until revised.
  4. Background:

    DIAR 1419.202-70 requires the CO shall continue to aggressively screen prospective simplified acquisitions for set-aside for small business, small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business; or for contracting under the 8(a) program and document the contract file accordingly.

    As a result of this regulation, WBR 1419.202-70(d) contained the requirement to complete a DI-1886 for all acquisitions using simplified acquisition procedures when "not" set-aside for the various small business set-aside programs; or under the 8(a) program. It is determined that this RAR requirement is too restrictive and should be deleted.

    This memorandum is used to issue a deletion to the RAR at WBR 1419.202-70(d). The RAR change is described in paragraph 5 below.

  5. Explanation of changes: The prescription at WBR 1419.202-70(d) is deleted in its entirety.
  6. Action Required: Please distribute this ET to all acquisition personnel. A supplement to this ET will follow at a later date, which includes replacement pages to the RAR as a result of this change.
