United States Department of the Interior Determination and Findings
FINDINGS
- Federal Acquisition Regulation part 5.102(a)(4)(iii) allows the Senior Procurement executive to issue a written determination stating that access through the Government point of entry (GPE) for sensitive but unclassified procurement related information is not in the Government's interest.
- The Department of the Interior is currently transitioning from one contract writing system (IDEAS) to another (PRISM) with the advent of DOI's FBMS. Providing funding to enhance a software system that is scheduled to be replaced in the short term is not fiscally prudent.
DETERMINATION
- Based on the above and pursuant to the authority delegated me under FAR part 5.102(a)(4)(iii), I hereby exempt all DOI procurement related sensitive but unclassified information from the requirement to post on the FedTeDS website until such time as the bureau\office implements the FBMS contract writing system.
