Subject: Electronic Transmittal (ET) No. 06-08, Department of the Interior Acquisition Policy Release (DIAPR) 2006-03 – Implementation of Homeland Security Presidential Directive - 12 (HSPD-12) Personal Identity Verification (PIV)

1. Purpose: To transmit DIAPR 2006-03, Implementation of HSPD-12, Policy for a Common Identification Standard for Federal Employees and Contractors.

2. Effective Date: October 27, 2005.

3. Expiration Date: Until rescinded or superseded.

4. Background: On August 27, 2004, Homeland Security Presidential Directive – 12 (HSPD-12) was issued. The subject of this directive was to require the establishment of a common identification standard for Federal employees and contractors. This directive paved the way for the new identification system known as Personal Identity Verification (PIV) which will ultimately result in the issuance of “Smart Cards” for all Federal employees and long term contractors.

On September 15, 2005, a Distribution A was released entitled “Personal Identity Verification “Smart Cards” that discussed the new requirement and provided answers to a number of questions.

5. Action Required: As of October 27, 2005, all new contractor employees who will have access to IT systems or will have unsupervised access to Federal facilities for an extended period of 180 days or more will be required to follow the procedures set forth in this DIAPR. Attached is a “Contractor Request Form”, along with instructions for completing the form and a “New Contractor Flow Chart” explaining the procedure that the Contracting Officer Representative (COR) must follow regarding new contractor employees.

Regional acquisition offices should distribute this memorandum to all acquisition personnel. Contracting Officers should notify all COR’s affected by this requirement.
