Subject: Electronic Transmittal (ET) No.. 06-02, Department of the Interior Acquisition Policy Release (DIAPR) 2006–2 -Hurricane Katrina and Hurricane Rita Federal Procurement Data-Next Generation (FPDS-NG) Reporting
1. Purpose: This policy release directs all Bureau of Reclamation acquisition personnel to report all procurement actions over $2,500.00, in accordance with Federal Acquisition Regulation (FAR) 4.602, and related to the recovery efforts necessitated by Hurricane Katrina and Hurricane Rita, to identify the specific disaster event in the description field of FPDS-NG.
2. Effective date: September 26, 2005.
3. Expiration date: This policy release shall remain in effect until the FPDS-NG system is modified to include emergency/disaster specific procurement information.
4. Background: FPDS-NG is the Government-wide system used to collect procurement data for transactions of $2,500.00 or more. The General Services Administration (GSA) has requested that all agencies distinguish between transactions made in support of the relief and recovery efforts resulting from Hurricane Katrina and those related to Hurricane Rita. This distinction will only be required until such time as the FPDS-NG system can be modified to capture this information via the addition of new data fields specifically addressing emergency/disaster procurement transactions.
5. Action Required: Beginning immediately, all Department acquisition personnel reporting procurement data to FPDS-NG, in accordance with FAR 4.602, must enter either the word “Katrina” or “Rita” in the description line of FPDS-NG in order to distinguish between those transactions made in support of the Hurricane Katrina relief and recovery efforts and those made in support of the Hurricane Rita relief and recovery efforts.
